H |     摸清现状     深耕调研察实情     课题组紧扣闽江福州段全域脉络,深入沿江县(市)区,全覆盖走访滨江岸线、湿地保护区、文旅景区、乡村节点,面对面走访企业、基层干部与群众,全方位摸排生态治理情况、文旅业态布局、产业发展堵点。    历经多轮实地调研、智库研讨、座谈问计、多方征求意见以及文稿打磨审定,课题组最终形成内容翔实、数据充分、兼具理论高度与实践价值的调研报告。    从发展成效看,福州闽江生态保护治理成果丰硕。2025年闽江首次实现全流域水质全优,福州获评“国际湿地城市”,闽江干流、大樟溪等获评省级美丽河湖优秀案例。通过严格落实生态管控、深化“三源齐控”污染治理、搭建全域智慧监测体系、健全跨区域协同治理机制,闽江流域水环境质量持续提升,生态基底愈发坚实。    同时,闽江流域文旅产业能级稳步攀升,闽江夜游、内河游船、生态康养、乡村文旅等业态持续升温,2025年闽江游、内河游的游客量稳步增长,2026年春节假期客流、营收再创新高。

I | 沿江县(市)区因地制宜打造差异化文旅品牌,闽都文化、船政文化、红色文化、海丝文化深度赋能产业发展,闽江流域生态文旅协同发展格局初步成形。    总结成效的同时,课题组也精准梳理剖析当前存在的发展短板,并将其纳入最终报告:一体化规划不够精细、汛期水质存在波动、文旅产业高附加值业态稀缺,文旅复合型策划、运营、营销人才缺口较大,诸多问题制约流域文旅产业高质量提档升级。    共话落地     聚智献策谋实干     协商会上,与会委员、专家立足调研成果,紧扣发展堵点、民生关切、产业痛点,提出一系列前瞻性、针对性、可操作性强的对策建议,围绕全域规划、生态治理、业态创新、红色赋能、要素保障五大维度,细化形成18项具体举措,全力推动闽江生态保护与文旅产业深度融合。
